To follow the Senate bill go to http://www.govtrack.us/congress/bill.xpd?bill=s110-2913.
http://capwiz.com/illustratorspartnership/home/  is a great resource for information on the proposed legislation. They oppose the legislation and offer sample letters and talking points, including a suggestion as to how international artists should make their opinions known.
